Paul Ashton leads Ashton Intelligence’s work in operational modernization, AI-enabled workflows, governance, and implementation. He brings more than 25 years of experience across technology delivery, program leadership, infrastructure, compliance, and business systems in government, healthcare, energy, education, nonprofit, and commercial environments. His work focuses on helping organizations translate AI opportunities into practical, governed improvements that reduce administrative burden and improve decision-making.

Anna Ashton leads the Ashton Analytics advisory capability within Ashton Intelligence. She is a China geopolitics, policy, and geoeconomics specialist whose work focuses on U.S.-China relations, critical minerals competition, trade and industrial policy, market intelligence, and the intersection of economic and national security risk.
Experience Behind the Work
Before founding Ashton Intelligence, Paul Ashton spent more than 25 years leading technology delivery, enterprise transformation, service operations, and organizational change across government, defense, healthcare, energy, media, higher education, nonprofit, and commercial environments.
His work has included large modernization portfolios, enterprise systems implementation, infrastructure migration, cybersecurity and compliance initiatives, PMO leadership, governance design, and the recovery of complex, high-risk programs.
Across these environments, Paul has worked at the intersection of technology, operations, leadership, and human behavior—translating ambiguous problems into structured decisions, executable plans, sustainable workflows, and measurable results.
That experience shapes how Ashton Intelligence approaches client work. Each engagement begins with the organization’s operating reality: the decisions that need to improve, the workflows and handoffs creating friction, the people responsible for execution, and the constraints that cannot be ignored. From there, the work moves toward clear priorities, practical governance, and an executable sequence of improvement. The objective is to connect strategy with day-to-day operations, build internal ownership, and create measurable gains that can be sustained after the engagement ends. Technology is introduced only where it can reduce burden, strengthen accountability, or materially improve performance.
